Providing opportunity through housing for our community since 1991
At ECHO Housing & Community Development, we believe that improving lives starts with reducing barriers—barriers to housing, social well-being, and economic opportunity.
Everyone deserves a safe, stable place to call home. Guided by that belief, ECHO works with compassion, advocacy, and innovation to help individuals and families overcome obstacles that stand in the way of housing and stability.
Through eight housing-centric programs, we provide a continuum of care that addresses the diverse needs of people experiencing homelessness or housing instability. From emergency shelter, permanent supportive housing, rapid rehousing and prevention to affordable rental homes, each program plays a vital role in creating a stronger, more resilient community.
Located in Vanderburgh County – Evansville, Indiana, ECHO extends its services throughout southwest Indiana. In addition to our federally funded programs, we operate as a Community Development Corporation (CDC) by revitalizing neighborhoods. We collaborate with a wide network of community partners to advance our mission, vision, and core values—promoting housing equity, fostering economic mobility, and strengthening communities from the ground up.
Together, we’re building more than housing. We’re building opportunity, stability, and hope.
I spent years being homeless, on the streets, in shelters and living in parks. I couldn’t believe it when I was informed that I would be moving into my own apartment. I pray every night, thanking ECHO Housing staff for the opportunity they have given me. I am truly blessed.
I ended up on the streets with nowhere to go and was becoming hopeless. As a Veteran, I knew there was help somewhere. Finally, Echo Housing became a part of my life and helped me get my own place and things for my home. My whole life was changed. It has been a blessing.
I was homeless, living on the streets for 8 years when ECHO Housing found me. I now have a home of my own.
I am disabled and in a wheelchair. I had made some bad choices that left me homeless on the streets. If it wasn’t for ECHO Housing, I am not sure I would have made it.
I spent 31 years in prison. When I was released, I had nowhere to go and I felt like no one wanted to give me a chance. ECHO Housing helped me transition back into society.
Finally Home!!
So excited to finally have a place for my kids and I to call home! It’s been a long journey! So very grateful to everyone at ECHO for helping me make this happen! You guys are awesome!
“My caseworker Christa taught me how to use some of the functions on my new Phone!”
“I’ve met one of my goals by working a full-time job for almost 2 months after not working at all in 10 years.”
“Being given this golden opportunity—a chance at permanent housing and a program that truly uplifts lives—has been a major blessing. The selfless, non-judgmental support from ECHO Housing staff restored my hope and guided me toward a better path. I may not call myself a success yet, but I’ve improved in so many ways, and for that, I will always be grateful.”

Four months ago, we shared the vision for MCAP & the E3 Initiative — a community-driven approach to responding to crisis with compassion, coordination, and care. Today, we’re grateful to share a progress update as that vision continues to take shape.
Why ECHO? We are not duplicating what services exist. Our approach is as a non-system ally in community-wide crisis response efforts. With more than 30 years serving some of the most vulnerable individuals in our community, we have a unique perspective of the barriers individuals face when struggling with untreated mental illness and how those challenges affect our community.
This work is not happening in isolation. We are especially appreciative of our partners at Southwestern Behavioral Healthcare, the Evansville Police Department, Vanderburgh County Sheriff's Office, United Caring Services, Aurora, Evansville Rescue Mission, Brentwood Springs, and others engaged in crisis response who are working alongside us - each strengthening the supports we individually provide, while intentionally collaborating to better serve our community.
Crisis response is complex, and no single system or organization can do this work alone. Through MCAP and the E3 Initiative, we are aligning efforts, clarifying roles, and building stronger connections so individuals receive the right support at the right time-before, during, and after crisis.
Thank you to our partners, residents, and community members who continue to engage, provide feedback, and walk alongside us in this work. We’re building something meaningful together, and we look forward to sharing what’s next.
💜 Stay tuned.

Housing is where we started - but it’s not where the work ends.
Our role as both a housing and social service provider gives us a front-row seat to the challenges residents navigate every day-and how those challenges ripple across neighborhoods and systems. That’s why ECHO has been active in community development since 2016, working alongside partners to strengthen the community as a whole.

Housing works. Collaboration works. People deserve dignity and stability.
When residents, providers, and systems work side by side, homelessness can be rare, brief, and non-recurring.
No single organization can do this alone — but together, we can create real, lasting change.
Ending homelessness requires more than compassion. It requires commitment, partnership, and action.
Everyone deserves a safe place to call home.

We’re proud to partner with the JD Sheth Foundation on Meena’s Place, a transformative project supporting women in our community. 💛
Meena’s Place will provide safe, supportive transitional housing for women and children-offering stability, healing, and the opportunity to grow for up to two years. This project fills a critical gap in our community’s housing continuum and represents Evansville’s first homelessness-to-homeownership model designed specifically for women.
We are grateful to the JD Sheth Foundation and everyone who believes in creating pathways to long-term stability and independence.
Together, we’re not just building housing-we’re building hope, opportunity, and a stronger future for our community.
